ELECTRICAL GROUND SAFETY


It is critical to understand where electricity is located on a jobsite in order to avoid electrocutions of electrical workers.


In The Ground


  • Before any digging takes place, even with a shovel, utility locates are required. Some lines are barely beneath the surface.

  • Locates include sewer, telephone, fuel, electric and water lines.

  • Outline / mark your planned dig site in white.

  • Two business days before you dig, CALL 811. Remember, the day you call does not count.

  • Do not dig until all known utilities are marked.

  • Maintain all marks.

  • Determine the precise location of the marked utilities by hand digging.

  • Dig safely using proven excavating methods.

  • Use handheld digging tools when digging within 24 inches of the outside edge of any underground lines .

  • Emergency excavation is not exempt from calling for locate.

  • Locate marks expire 45 days from the date the excavator provides notice.

  • Use pot-holing, vacuum excavation, or hand tools when digging close to lines.



Best Practices for Maintaining Locate Marks


  • Preserve or protect as much of the original marks as possible.

  • Use off-set staking, in areas where original locate marks will be continuously destroyed by excavation or weather.

  • The off-set staking must be uniformly aligned and must be accurately indicated at the location of the original locate

  • markings.

  • Digital scaled photo, or other permanent scaled imaging or drawings, may be used in areas where original locate

  • marks will be destroyed by excavation or weather.

  • Use white paint to maintain the original markings.

  • Bookend the original locate marks with solid white squares or brackets.

Aerial Lift Safety


Elevating Work Platforms
The major causes of injuries and fatalities involving elevating work platforms are falls, electrocutions, collapses and tip-overs.


General


  • Aerial Lifts

  • Manually propelled elevating work platforms that cannot be positioned completely beyond the base

  • Self-propelled elevating work platforms that have a platform that cannot be positioned completely beyond the base

  • Boom-supported elevating work platforms that have a boom-supported platform that can be positioned completely beyond the base



Safe work practices


  • Only trained operators are allowed to use aerial lifts

  • Conduct a pre-job inspection of equipment and surroundings.

  • Ensure that platforms used to elevate workers are in good condition and meet the manufacturer’s specifications.

  • Provide workers with necessary Personal Protective Equipment (PPE) and ensuring effective use.

  • Only use elevating platforms which have been built to safe specifications


Before and During Use


  • You must set the brakes and make sure outriggers , when used, are positioned on pads or a solid surface

  • You must install wheel chocks when using the aerial lift on an incline if they can be installed safely.


Moving an Aerial Lift


You must make sure that the boom is properly cradled and the outriggers are in the stowed position before moving the aerial lift. EXEMPTION: The aerial lift may be moved with the boom elevated and personnel on the platform only if the equipment was specifically designed for this type of purpose.


Conducting Work from the Platform

  • You must make sure boom and platform load limits specified by the manufacturer are not exceeded.

  • You must make sure that persons stand firmly on the floor of the platform and do NOT: sit or climb on the edge of the platform, or, use guardrails, planks, ladders, or any other device to gain additional height or reach

  • You must prohibit wearing climbers with working from the platform

  • You must make sure all persons on the platform wear a full body harness with a lanyard attached to either: the manufacturer’s recommended attachment point, the boom or platform if the manufacturer does not specify an attachment point.

  • You must never attach a lanyard to an adjacent pole, structure, or equipment

Personal Protective Equipment


Personal Protective Equipment (PPE) is gear that can be worn to help minimize or eliminate injury. It can be worn to help prevent sudden injuries or injuries that occur over time. It is very important the user understands the intended purpose of the PPE and verifies that it fits properly.


When to Wear PPE


  • Before you resort to PPE, you should first:

  • Use administrative controls

  • Implement Engineering Controls

  • Use local exhaust or general ventilation vs. a respirator

  • Control dust with a wet process vs. dry

  • Install sound reducing devices to mechanical equipment


When these other two means of protection are exhausted you then will need to select the appropriate PPE.Often times PPE will be used in conjunction with administrative and engineering controls for added protection.


Basic Types of PPE


  • Head: Hard hat, welders cap

  • Hearing: Ear muffs, ear plugs or canal caps

  • Face/Eye: Safety glasses, face shield, safety goggles.

  • Hand: Gloves for general use, chemical use, electrical work or hot work.

  • Body: Chaps, leathers, coveralls

  • Foot Protection: Leather boots, Safety toe/steel toe boots


Personal Protective Equipment is gear that is worn to help minimize or eliminate injury. It is very important the user understands the intended purpose of the PPE, verifies that the PPE fits properly and is adequate for the work to be performed.Remember: PPE is the last line of defense against a hazard.
